Sementara itu, Anggota Dewan Undangan Negeri Air Itam Wong Hon Wai pada sidang akhbar di sini, berkata PPS di kawasan Dewan Undangan Negeri (DUN) Air Itam akan bertugas seperti biasa.

Beliau berkata seramai 100 anggota PPS melibatkan kawasan DUN itu iaitu di Desa Mawar, Kek Lok Si, Jalan Thean Teik dan Kampung Melayu komited meneruskan rutin harian mereka bagi membantu pihak berkuasa menjaga kebajikan komuniti setempat.

“PPS memainkan peranan penting di sini. Lagipun trafik kawasan Air Itam agak sesak dan mereka banyak membantu mengawal keadaan,” katanya.

Beliau berkata tugas rondaan trafik PPS di kawasan berkenaan mempunyai koordinasi dengan polis di Balai Air Itam dan buku log bertugas mereka dicop dan ditandatangani oleh Ketua Balai Polis Air Itam sendiri.

“Mereka hanya penduduk setempat yang hanya mahu berbakti. Apa-apa kejadian seperti kebakaran, kenderaan hilang, orang kemalangan mereka lebih cepat sampai bagi bantuan kerana mereka lebih dekat,” katanya. - BERNAMA

Penang Art Society 61th Anniversary Art Exhibition

上周日，我受邀出席梹城艺术协会61周年庆画展。喜见鄺广勝医生及杨碹珠校长夫婦也參展。

打鎗埔长大的孩子十之八九是Dr Khong 医疗照料的。当年我年幼时，他告诉我父亲，我的心臟夠強，可以做足球员。这句话很有激励作用。

Dr Khong 也是鍾灵校医。每位鍾灵生參加越野赛跑时，都得排队在Dr Khong 前测听心跳。他已年屆七十，依然在打鎗埔鄺药房執医。

他的太太Mrs Khong 曾任锺灵副校长，是英文教师。我唸书时，她是副校长主管学生活动。

他们俩最近十年拿起画笔。Dr Khong 參展画作为“Blossoming". Mrs Khong 作品为“heritage Untapped - Tanjong Tokong".

Happy to meet Dr Khong Kwang Seng and his wife Mdm Yeoh Suan Choo. They picked up art and participating in the recent art exhibitin. Dr Khong is my family doctor and I started seeing him in my young age. Mrs Khong was the senior assistant during my schooling at Chung Ling High School. Have a great time meeting both of them.

2014年6月下旬，我与几位州议员受邀出席在韓囯汉城所举行的联合国公共管理论坛。

论坛里有分几个小论坛分别有兩性平等，政府电子化，財政预算等。我选择参加了一个主题为“公共稽查”的圆桌会议。

我之所以对公共稽查有兴趣源自我2013年7月至隔年3月期间，出任梹州议会公账委员会主席。那段短短八个月期间，我因工作需求阅读了多本有关英联邦公账委员会的书藉及出席全国公账委员会研讨会。

出席汉城公共稽查圆桌会议的大有來头，包括了欧洲，亚洲及非洲多国总稽查司及总稽查署高级職员。出席的其他马来西亚代表包括了署理总稽查司。

我被其中一个講题吸引着，那就是“公民稽查" (Citizen Audit).主讲人主张稽查並非只限于总稽查司署或只限于年度总稽查司报告。

公民也可做公民稽查及发佈公民稽查报告。这是一个颠覆我们一向來認定只有总稽查司才能对公共財务做稽查报告的老套想法。

每年总稽查司都会发表年度稽查报告，今年起进步了，改成季度报告，提呈予国会及各州议会。每次媒体都大事报导所揭发的内容。议会及公账委员会也对此报告辩论及后續调查工作。

不过，我認为总稽查司报告是有先天性不完美及缺陷。总稽查司稽查每个政府机关的账目及
公共財产，但谁來監督总稽查司？总稽查司大部份时候限于部门稽查，而无法做到跨部门稽查什至跨州做比较稽查。

公民又如何做公民稽查及如何做报告?

我吩咐了我的助理黄振部在选区内做个公共设施稽查。他向我报告服务中心附近有几个废置的公共电话亭。我交待要走遍阿依淡州选区的每條大街小巷，拍下废置电话亭的照片。几个星期后，他交给我一份图文並茂的报告，清楚列明所在位置及照片。这下可不得了，我们揭发了一个小小州选区就有34个废置电话亭。以此類推，全州就可能有上千个。这不只有损市容，也揭露了负责單位电讯公司不理不采及監管單位市政府不聞不问的不良工作態度。

我召开记者会，写了信给縣长，市政局主席，电讯公司州經理。雖然废置电话亭在全国各地都有，至少废置五到十年，但总稽查司从来没有研究及揭露此事。

我打算继续跟进此课题。再过几个月，我就会发佈公民稽查报告，以公佈事情进展。

另外一个例子就是飞机場的使用率。我写过文章题为《飞机场的辯论》，点出马六甲及怡保飞机場鮮少有飞机降落及起飞。光华日报动員了全国各地的记者做稽查后，几位记者合写成了一篇国内四个飞机場即马六甲，怡保，吉北及太平，鮮少有飞机升降，成了”四大机空”的现象。这是个珍贵的调查报告，总稽查司或国会公账委员会只針对个别机场做稽查，他们没有做过跨州的飞机場使用率报告。

这份调查报告儼然就是公民稽查报告。

怡保飞机场提昇花了4千500万，但跑道有多个坑洞，使到大型飞机无法降陸。2010年斥資二億提昇的马六甲国际机场现在变成了零航机降陸。没有任何航机在马六甲国际机场起飞或降陸。这算什么飞机場？

巨型基建养肥了朋黨，苦了纳税人，又成了国际笑话。

我一向來認为改朝換代不能只是換了上面的領导。改变也须从下而上。我们不能只依赖总稽查司的报告，公民自己亦可参与稽查來確保政府操作更加透明及纳税人的錢得到善用。

THE road widening project involving a 700m stretch where Lorong Batu Lanchang meets Jalan Masjid Negeri in Penang is expected to be completed by Oct 20.

Air Itam assemblyman Wong Hon Wai said the project, which was supposed to be completed on July 18, was 73% completed and the delay was due to the transplanting of trees and street lamps to the other side of the road.

“A total of 32 trees have been relocated to make way for the road widening, while 15 rotting trees were chopped off after a check by an arborist.

“However, no extra expenses were incurred from the delay, which remained at RM3.5mil, since the project began in Oct 21 last year,” he said during an inspection at the site yesterday.

Wong added that the pavement would be upgraded with a guard rail in front of the schools there for safety purposes.

“The project is expected to improve traffic flow along Lorong Batu Lanchang as well as the Lorong Batu Lanchang-Jalan Masjid Negeri junction by 15% and 20% respectively.”

It was reported that the project will widen the 700m stretch of road from 10.8m to 12m.

An additional 2.5m lay-by will also be constructed for parents to pick up their children without disrupting the entire traffic from the vocational school (SM Teknik Batu Lanchang) up to the Lorong Batu Lanchang-Jalan Masjid Negeri junction.

My speech representing CM on the book launching of "Fortitude - the life and times of Heah Joo Seang 連裕祥” at Heah Joo Seang Hall, St Xavier's Institution. The book is written by Ms Pamela Ong and published by Singapore Straits Times Press.

"I would like to encourage more local authors to write on the history of local community. Malayan history is not only on Sultanate of Malacca, Pangkor agreement or national personality like Tunku Abdul Rahman. History of local community is equally important. There are a few dozens of roads in Penang Island and Province Wellesley named after personality. Gurney Drive, Thean Teik, Hye keat estate, Jalan Chor Sin Kheng, Jalan Abdullah Ariff, Jalan P. Patto, Jalan SP Chelliah etc. But, there are limited literatures on the road names. Local councils will have to be reminded that the resolution to name a road is not merely a mechanical or bureaucratic process, they are actually writing the local history. If we can compile the minutes of the road naming committee, it will be a valuable public information for young people and researchers.

I will like to commend the effort of Ms Pamela Ong for the completion on her book on the late Heah Joo Seng. She has helped us to understand more not only on rubber industry, the thinking and way of life of a Straits-born Chinese who lived during the British Malaya period, the Malayan Union and the Federation of Malaya period. The late Mr Heah had contributed greatly to the education sector not only missionary school like St. Xavier's but also Chinese schools - Hu Yew Seah and Han Chiang High School.

檳州首席部長政治秘書黃漢偉建議檳威市政局在為街道命名時，將命名動機及原因以官方形式記錄下來，以便後人知曉街道名字起源。

他說，這些官方紀錄在經過了5年、10年後，市政局可將累積起來的記錄集結成書，成為地方歷史的重要文獻，同時讓後人有機會了解路名的歷史和典故。

另一方面，從2008年開始為報章寫專欄，文章數目累積至現在已有50篇的黃漢偉，計劃在今年結束前將這50篇專欄文章集結成書，完成出書愿望。

記述檳膠業大王故事 王秀音推介連裕祥傳

（檳城2日訊）資深律師兼作家王秀音週六為第三本作品《Fortitude - The Life and Time of Heah Joo Seang》舉行新書推介禮，該書主要講述檳城偉人連裕祥的生平故事。他在抗日期間的生活、政治生涯，甚至成為“膠業大王”的故事都能一一在書裡看到。

王秀音說，一名偉大的歷史人物不應被遺忘，她因此萌生撰寫連裕祥傳記的念頭。

“連裕祥1962年去世，有關他的歷史記載和資料少之又少，就算要從身邊的人探聽也不容易，因為與他年紀相仿的人幾乎都已離世，因此我一再面對資料不足的問題。”

花兩三年籌備

她說，此書用了兩三年來籌備，在資料不足之下加入了一些個人分析，部份靈感還是從英國圖書館取得。她在著書過程中因遇到瓶頸曾想放棄，所幸得到身邊朋友鼓勵。

阿依淡區州議員兼檳州首長政治秘書黃漢偉說，在關注大歷史之餘也勿忘小歷史的重要，地方歷史往往才能體現一個地方的特色，彌補大歷史的不足。

“有關馬六甲海峽的歷史、國父東姑阿都拉曼的傳述大家耳熟能詳，然而檳城名人史、地區史，知道的人寥寥無幾。譬如阿都拉阿立夫是水彩畫先驅，為了紀念他，阿依淡一條路也以他來命名，也算是藝術家的第一人。”

他說，檳城以偉人或歷史來命名的道路比比皆是，但許多人只知路名，由來則無人知曉。而檳州道路命名委員會其實也背負記錄歷史的使命，因為每一條引用人物或歷史來命名的道路，都有一段歷史。
因此，他希望檳島及威省市政局能設立記錄道路歷史的系統，在命名之餘也把道路歷史保存下來，讓後人參考。

“有了完善的歷史記錄系統，日後就能推出有關道路歷史的書籍，也不會讓某些地方偉人或歷史被遺忘。就以卡巴星道為例，誰能擔保10年20年後還有人認識卡巴星這偉大人物？如果沒詳細歷史記載，卡巴星道將來可能淪落為一個普通路名而已，將失去紀念偉人的意義。” 

黃漢偉將著述議會點滴

黃漢偉近期將推出以本身視野為第一觀點的書籍，講述他在州議會的點點滴滴，以及在旅遊考察中遇到的事物。

目前，該書尚在編輯階段，預計今年付梓。

Good morning. It is my pleasure to represent the Chief Minister of Penang, Mr Lim Guan Eng to address the entrepreneurs.

1. As all of you know that, we have undergone a great change in the IT era. It is not only changes, but a revolution in the history of human civilization. If you track the changes of computing power, you will start appreciate that it not changes the size of your computer,your reading habit, how you spend your time, your resources and your money but whole of your life.

2. I was using dumb terminal connected to an UNIX server, using vi editor to code Pascal. I was using lynx (a text based Internet tool, no Graphical User Interface) ) to connect to Internet. That was 20 years ago during the dinosaur age.

3. Now, every handphone is a computer and gateway to Internet.

4. This will of course provides great opportunity for the enterpreneurs to enter into electronic commerce and ride on it.

5. I would like to share with you some pointers from the book called “Big Data: A revolution that will Transform how we live, work and think” by Viktor Mayer-Schonberger and Kneeth Cukier.

6. We have been living in a small data environment all this while. We have limited computing power then, we depend on sampling to draw inference and hypothesis.

7. But, now big data is distributed among countless servers around the world. The big step in managing data is digitization – making analog information readable by computers which also makes it easier and cheaper to store and process.

8. There is another new concept – datafication - a concept that transform all things under the sun into a data format to make it quantified. This allows us the use the information in new ways For instance we have “social graph” in twitter, LinkedIn and Facebook that map users relationship and turned into data.

9. Data now became a significant asset for corporate. It challenge us to think how to collect, organize, store and anayze the data. We are now exploring on human’s ability to analyze vast amounts of data and using all the data at hand instead of just a small portion of it.

10. The challenge remains how to use use all the data to spot connection and details that are otherwised dissipated in the vastness of the information.

11. Look at some of the great Internet site: Google, Facebook, Amazon, Alibaba etc and you will appreciate that we have entered the “Big Data” age.

12. In this Internet age, the Penang State Government is always embracing the challenges. The Penang State Government had signed a RM11.3 bilion JV agreement with Singapore’s Temasek Group to carry out the Penang International Techonlogy Park in Batu kawan and Business processing Outsourcing(BPO) in Bayan Baru that will create 21,000 high value jobs.

13. We also recently announced the Seagate’s entry into Batu Kawan with a reinvestiment of Rm1.05 billion investment over 5 years . Seagate will purchase a piece of land of 50 acres with the option to purchase another 30 acres in Batu Kawan Industrial park.

14. Penang will continue to support its manufacturing sector for further growth which has contributed almost 50% to GDP of Penang for the past 5 years.

15. There is also a surged of Shared Services Outsouring of SSO investors in penang such as Citigroup, Air Asia which offer high income and high value jobs to locals during the last 2 years.

16. Entrepreneurs in Penang will have to tap on the technology changes and embrace on the electronic commerce and compete in the global level.
